After several decades of political isolation and economic sanctions, South Africa is to be readmitted to the UN and the Commonwealth. Its priority now is to attract new international investors and to encourage the return of the many who disinvested during the 1980s. The end of apartheid brought an end to hostility from South Africa's neighbors. Improving relations with them and with the non-aligned countries is also important. Membership of the Southern African Development Community (SADC) is being discussed, although existing members are concerned that South Africa's economic domination of the region could lead to its taking over the organization. A regional security alliance has also been mooted. Evidence that rogue army and civilian elements are involved with UNITA in the renewed Angolan civil war has been an embarrassment to the government.
